Data recovery?

Hard drive crashed...Local estimate for 1600.00 ouch... any suggestions? They say it is deceased, ie. hardware failure.

Real data recovery rotten a crashed HD is pretty expensive. And you might not need it:

1) What you can try is a repair tool AFTER you "slave" the HD to a master drive next to a working OS on the master drive.

2) Google some free/share/trial "block repair" hard drive utilities. It'll recover what it can. In some instances, it can recover satisfactory to give you a working drive but that's not authentic.

3) Consider getting a separate HD's for your data and your OS. HD's within the last few years own MTBF (failure estimates) that will last you method longer than you'll have your current PC.
"dead" can mingy many things. Circuit board, organizer crash, motor. Did they give any further details? I find it rugged to believe that a reputable place would just say-so "it's dead, fork over $1600".
