I assume you tried SAFE mode? If that doesn't work...
You have to use DOS, and the DOS nouns from a floppy boot to copy data to another drive. Search online for a DOS floppy booter if you don't hold one.
If you have a disc drive and you can get into BIOS so that the disc drive is first in the boot sequence you can try a LIVE compact disc of Linux to graphically move icons. There is also a disc ISO to download called Trinity Rescue compact disc. Those methods would take time and shot. Download, burn the CD and after work.
If you have an extra unyielding drive, you could format that one as Master, install Win98, Slave your old one.
But, from the quality of it, you just lost the desktop aspect, I would think your complex drive and data are okay. See if someone else answers next to more WIN knowledge and if they deduce Win98 will reinstall without formatting the strong drive.
I feel for you. I have similar with a Linux box. Long time ago I be Win98 and I just have to make sure you take at least one answer to your ?
Here's what I would do contained by this situation my friend, download knoppix this is a LIVE linux cd that runs right off the cd rom, giving you total access to your background in window 98. If you have a cd burner simply burn your background to a cd from within knoppix. After that I outstandingly recommend you dump windows 98 as it's no longer supported by M$. Why not try Xubuntu linux on that system, I'm sure you'll nose-dive in love next to it, it never crashes! The Xubuntu cd is also a live cd so you can run that one as well from the cd rom to grant it a test drive earlier installing it. You can get a free copy of xubuntu here:
http://www.xubuntu.org/get you'll want altered copy 7.04 feisty fawn, that's the latest release. It's an iso wallet so you'll need to burn it as an photo, here's a tutorial for doing that with Nero:
