Is there any internet site that conducts background recovery without downloading a software ?- similar to i can use a program on the internet that will help me ?

Since data recovery requires direct access to your tricky drive, and web browsers hold almost NO access to your hard drive (other than positive downloaded files and writing cookie files), that would be impossible.
If you tell us what the exact temperament of the data loss is, possibly someone could suggest the right program to do the recovery. (If it's deleted files, stop using the computer right now. Every time you write anything to anywhere, you could be overwriting a deleted report.)
