Hi,is it true that facts recovery can restore video that have be delete 1 year ago,on my phones memory card?

If they have be overwritten by other data it is doubtful they can be recovered.

Data can be recovered single if you haven't overwritten the data.( Taken a great deal of pictures since). Once the deleted memory location hold new background written on it, there's really no way of recovering it. But if you haven't overwritten your memory card (Doubtful something like that), you can use programs such as Data Doctor Recovery, Quick Recovery, etc. to do so but ONLY if you did not overwritten the deleted memory location. Otherwise the software is useless.
You can repeatedly successfully recover deleted files from a PC, it adjectives depends on what has happen since the files were delete.
