Can I move my Recovery D drive (Partition) to an external drive & delete the information?

This would give me more room on my internal drive

sure .. but i doubt doesn`t matter what the restore system is for it will function properly if its in the wrong place .. it would most promising need to be modified to work ... or u could find somthing like nortons spectre or acronis true image and take home ur own backup ... save it to a dvd set or somthing ...
it's best if your computer have an option to allow you to spawn back up of your recovery files to a CD/DVD discs, after you can delete that partition OR use that external drive for your personal's files, and that C: drive uses as your Windows and programs drive. This is the route I do, and most general public would do too.
