If you just want to erase, and not own an OS anymore, you can use DBAN to securely wipe the disk. Of course you'll necessitate an operating system install disk if you want to do anything useful beside the computer again.
I'm sorry you made the mistake of buying a Toshiba....They are horrible computers. Toshiba will not help you. They will transport your money gladly and will filch forever to make a repair that does not fix your computer. Then if you press them long satisfactory, they'll send you a refurb.
Check if your Laptop enjoy a built-in recovery system for it.
If it don't it should have a recovery dividing wall where it can restore to a previously faster state in which it have a recent update or somewhat.
