Answers:
A recovery disk will replace adjectives the Windows files (that can be replaced). If the problem with your computer is destabilized files (and we can't tell that from here), running a recovery will fix it. Most Dells hold the recovery on another partition on the complex drive, not on a disk. (It doesn't restore the computer to factory condition - only a total reinstall of Windows does that, and recovery disks [or partitions] can't be used for that..)
A recovery disk is something you can breed that takes a snapshot of some critical files on your computer. Parts of your registry, some program files, and a few background files. It's a complex list too long to make a contribution all the name. And it changes from interpretation to version anyway.

It help if you have program and hold to try to recover your computer back to a set good configuration. There is a Windows facility that will use recovery disks for that purpose. When you start your computer within an alternate mode, you have the opportunity to restart in the Windows recovery handler. I give attention to it is F8 hit during startup that gets you near. You use this only when you are geared up to step backwards in time because you ARE going to lose information from this act. But you will bring most of the machine functionality restored.
A recovery disk will restore your computer to the state it be in when it
be new. It will facilitate your computer if you have downloaded things which crinkle performance, etc.
Here is a bit more on recovery option incase your computer has picked up a serious bug: http://windowshelp.microsoft.com/Windows…
