Is at hand a freeware recovery disk program for XP?
After a failure to boot up, is at hand a way to manufacture a disk which will always boot, getting around the screwed up commonplace boot process, and allow access to the hard disk to set free files?

You can go to microsoft's website and download a floppy disk recovery setup for WinXP. Once you cannot boot at hand is no way to be paid a savior boot disk as you ask above. You need to plan ahead or walk to a friend's computer and download the floppy reinstall.
Get a friend to download the latest Knoppix ISO and burn it to a compact disc for you. Knoppix is a great freeware Linux distriubtion which boots directly from the CD. It will automatically detect your Windows partition and allow you to get to your files.
If your window installation is NTFS, you'll just enjoy read access. If it's FAT32, you'll also be able to write to your window partition.
