After a failure to boot up, is at hand a way to manufacture a disk which will always boot, getting around the screwed up commonplace boot process, and allow access to the hard disk to set free files?

You can go to microsoft's website and download a floppy disk recovery setup for WinXP. Once you cannot boot at hand is no way to be paid a savior boot disk as you ask above. You need to plan ahead or walk to a friend's computer and download the floppy reinstall.
