When i download and install window 7 when it comes out, can i still be capable of use recovery disks......?

Not if you format the drive, which holds the files, which the recovery discs need.
The files may be on D, if this is the shield, you can format C and install windows 7.
Recovery discs aren`t impossible to tell apart as a windows disc.
If you hold a windows Vista disc, you can format C drive install window 7, then reinstall from the Vista disc if and when you want to.
You can gain a free trial of .windows 7 (testing version) to see if you close to it.

Windows 7 is an open beta.. No piracy envolved at this point. How do you steal what is free?
You can dance back to vista.... but look to have to reformat all your disks. A disk (other consequently c:) formatted by vista should still be readable by vista.. but any disk formated by W7 may not be readable by vista. Back up every thing first.
