How do i recover background from concrete drive that wont boot up?

I want some stuff off my feeble PC's hard drive but,

My out-of-date PC wont boot up anymore, cant exactly remember what was wrong next to it but i know that if i have the not easy drive i want the data past its sell-by date plugged into the pc that the notebook wouldnt boot up.

Is there anyway of me person able to get hold of that hard drive working again, OR purely get the notes off it??

Buy an "external USB sturdy drive enclosure".

Very cheap - widely available - pop your disk in, connect the USB cable to your hot PC - converts it into an external disk drive.

Unless the drive is totally shot you should be able to grasp the data you want past its sell-by date it.
Install the drive into a new PC, set up as Slave. Or buy an external HD satchel.
