This depends widely on what happened to the drive. If it is still routinely sound and spins up beneath power you can do this yourself.
If the drive is recognized but will not boot adjectives the way up such as if it starts to boot and procure a blue screen next recovery is simply a matter of access the drive in some approach on another machine. I use and external SATA drive reader if it is sata, but not everyone have these laying around.
If the drive is not apparent from within window it might still be possible but you may need to purchase some software to do it. Thee are a few free packages available but surrounded by my experience they do not work well.
Truly this is best handle by a proffessional. i do this for folks all the time and own rarely have the cost exceed 200 dollars if the drive is spinning. So as usual, no surprise but the geek squad are not the cost effective path to go. Find a reputable computer repair shop and confer to them, they most likely can do this for you for an hour of so of shop time.

250 to 1600....that's resembling the size difference between a toaster and a house. You could try to hook the drive up to a second computer and see if it will recognize it as a lower drive.. No other really easy fixes I'm afraid.
can you copy it to an external complex drive?

It will copy the entire hard drive onto the external drive.
