My sata frozen disk have be short due to fluctuation of electricity, how can i recover my information from strong disk?

Is it an internal or external hard-drive?
Does the disk still spin or not?
If the data is especially important and good point the money, ask a company to do it, see link below.
If it's an external hd, merely get the disk out and plug it surrounded by another hd external box. Normally the external box will be damaged due to the power fluctuation (this is the trouble-free part).
If it's a internal disk, its a bit harder to do... but you don't have anything to loose, if you don't want to foot for recovery.
Buy another hd, same brand and model. open them up and in recent times change the copper-disks.

1) Watch-out not to smash up the heads (arms which runs over the disks).

I doubt your hdd is shorted why because if hdd shorts after along with your integral computer mother board will short and you will never be able to use it.
check that smps must enjoy failed that is to say the one which is going to blow out in baggage of any power fluctuation that is beyond the margins if it is running normally 260V move that and see the results
