I would hold thought this wouldn't be possible, to format a hard disk finances to wipe it and start a clean slate. Once it is gone, its gone.
There may be a few tools, however within similar cases (with cameras and memory sticks) i have found that not adjectives the data can recovered.
When you "format" a disk during a Windows installation, the information is NOT ERASED but it is identified as okay to write over it. So it may or may not already be overwritten during the installation of Windows and any other software or data you've installed on that rugged drive.
You can google it or another good site is http://www.download.com and research "report recovery software". You should find several available at download.com
I would do all this on another PC as everything you do (while using the rock-hard drive you want to recover data from) is writing information and temp files to your hard drive. The more you use the PC the smaller amount likely you'll be capable of recover the data you want.
Get the software, install it and run a recovery process fast. Don't expect miracles at this point though. It's very adjectives to only know how to partially recover a wallet or all the notes you want.
