Can a portable external drive "plug and play" be repaired or information recovered ?
It was working yesterday and today, for no adjectives reason, isn't mortal recognized by my laptop and desktop. I see the red wishy-washy lit up on the external drive so something malfunctioned internally. If this is toast, can I recover adjectives my files stored in it ?

Sure. No different than any other strong drive.
You may have to verbs it out of the USB enclosure to see if the problem is the drive or the USB interface. The drive inside is merely a standard hard drive so any crate or USB adapter will work fine.
You can recover the data, but seeing that you are asking this grill you won't be able to do it yourself.
If it's simply a bad nouns on the USB connector, or just a doomed to failure cable, then you can.
If you give somebody a lift it apart you may void any warranty you own on it. Of course the warranty is not of concern right now, right?
There are places that do background recovery on hard drives but it's expensive.
