Can i recover any background?
ok here's the deal, i give a computer to a friend of mine, before i did i wipe the hard drive next to a program i got on column, reinstalled windows using the installation disc and formatted the tricky drive.
however, info i THOUGHT i had properly copied somehow get lost, is there anyway i can help yourself to it to some electronics place or something to see if it can be recovered?
i stand to lose some valuable correspondence, photos and fiancial information ,money is not an object, is it salvagable?

No, definitely not. You wipe the disk with a program. That presumably indicates you run a zero-fill of some sort, perhaps even DBAN. Already, your information would be unsalvagable even at Ontrack or an FBI lab, but you also formatted the hard disk (full format re-writes adjectives surface spaces) and laid data (Microsoft Windows) resting on the platters. Quite likely, that's at least possible three passes of information over the drive's surface, but there's no way to recover after freshly one. The old signals are freshly too weak, not to mention too scrambled by modern drive electronics encoding scheme.

(a)Chris H: Electron Microscopy has not worked surrounded by the field beyond 1980's tricky disks that stored 5 or 10 megabytes per 5.25": platter in plain MFM encoding. Even after, it wasn't reliable! Your data is past the worst from the feds after a simple swipe.
