"Formatting" and "overwriting" are different things. Formatting a hard drive does not write to the complete disk, overwriting the existing data contained by the process. Eh... I'm gonna progress ahead and say no, yes the FBI does enjoy programs, but that's not quite what they do. They can track the downloads and adjectives your cookies, I hate to voice it but, man your screwed.
