Probably not.
Depending on how you installed Vista, it may own formatted the drive. While that won't make things impossible to recover, the directory structure be wiped and a spanking new one created at a minimum. If it did a full format, then nought other than really special recovery software will be able to verbs anything out of it if at all.
Then here is the problem of installing the new operating system. Depending on where on earth your important information was stored, Just installing the alien operating system may have overwritten your files.
So here is how you look for recoverable files. You have need of a program that can read the hard drive sector by sector and track by track. This roughly falls under outstandingly specialized software and I don't know of any in the Windows World. You'd probably own better luck with Linux and some of the tools within may allow you to search the drive for recoverable information.
With hard drives man so reliable, it is rare that anyone requirements to recover files this way. There are a few companies who will attempt recovery, but that comes at a price. I used to know how to do that kind of stuff, but I haven't see any commercial software for such tasks in over 15 years.
