How to recover a permenatly delete report? (****+del)?

I deleted a report by mistake, it was a winter sport (ROM) for VBA (Visual Boy Advance), I got it subsidise but it's a shortcut, and it's like ''the shortcut refers have been changed or delete, so this shortcut will no longer work properly'' is it possible to make it work?
to let somebody know the truth i have no hypothesis what ur talkin about if its on the comp step in your trash folder and restore the delete files
Mate, it's permanently delete, ie. it's not coming back.

go underneath system restore in your computer and switch settings to whatever afternoon you deleted it and afterwards run the program and everything will pop up that you had from how long ago you delete it.
search for the cross of the file. when you delete something, it doesn't totally remove the item. it change the name by 1 reminder. so search for the nickname and include (*.*) after the name.
