Yes, you can recover them even if you delete them from your recycle bin, as long as the files have not be overwritten by other save operation.
Here's what I mean: window only grades a file as delete, but doesn't actually delete it. It in recent times tells the unyielding drive that the file can be overwritten.
But until it in actuality gets overwritten, next it can be recovered... which is great news surrounded by your case (and be great news within my case just now when I thought I had lost a year's worth of relatives pictures).

I don't conjecture so. Once they're gone, they're gone forever. Try looking in the Recycle Bin, or any other places that may hold traces of the files, such the the SD card, or My Pictures.
